How do I know if jobs are ready to be subcontracted?

You can check the job progress to see which operation any job is currently up to

 

Navigate to Network⇒Production⇒Job

 

Open the job that you want to view by double clicking it and then selecting the Progress tab

This shows all operations on the job and which ones have been completed
